It is the mission of the New Hampshire Law Enforcement Cancer and Charitable Foundation, Inc., to provide financial support to New Hampshire Law Enforcement Officers and their families while undergoing cancer treatment, catastrophic events and educational scholarships and support.
The New Hampshire Law Enforcement Cancer and Charitable Foundation, Inc., is comprised of an eight person Board of Trustees from the Lt. Steven P. Demo - NH Cops with Cancer Fund, Inc. and the Billy Yout Memorial Fund, Inc. All of our Board members have had long relationships with both Steve Demo and Billy Yout who are committed to continue to help New Hampshire Law Enforcement Officers in their spirit.

Lt. Steven P. Demo - NH Cops with Cancer Fund, Inc.
Lt. Steven P. Demo was a Portsmouth Police Officer who was assigned to the NH Drug Task force as the Operations Officer. Steve was diagnosed with Cancer in the late 90's. While under going treatment he commented on the expense of undergoing cancer treatment outside of the insurance allowances. In 1999, Steve's family and friends held a Barbeque in his honor to help raise money to send he and his family to Walt Disney World while he was in remission. To the amazement of all, $52,000 was raised. Out of that money Steve established a trust for each of his 3 children and presented a check to the NH Police Association to start a cancer fund to help his brother and sister officers battle cancer. Sadly, Steve passed away in July 2001. Following Steve's passing his family and colleagues created the Lt. Steven P. Demo - NH Cops with Cancer Fund, Inc., funded by annual golf tournaments, sponsorships and memorial donations Nineteen years later the fund continues to grow and help NH Police families by funding food, travel and lodging expenses while a police officer or any member of his/her immediate family within their household is undergoing cancer treatment..
Billy Yout Memorial Fund, Inc.
Special Agent William H. "Billy" Yout was a career Drug Enforcement Administration agent who was the Resident Agent in Charge of the NH District DEA Office for many years. During his 32-year career, Billy was committed to drug enforcement as well as drug awareness in New Hampshire. Billy supported the NH Elks Association's Drug Awareness program as well as Police Cadet Explorers Academy. Steve Demo and Billy Yout worked extensively together fighting the NH War on Drugs by collaborating with local, state and federal law enforcement agencies. Like his friend and colleague, Billy passed in 2004 after a year-long battle with brain cancer. Billy's family and colleagues created the Billy Yout Memorial Fund, Inc. after his passing. Like the Steve Demo Fund, the Billy Yout Memorial Fund held annual golf tournaments to raise funds for the biennial Police Cadet Explorers Academy Scholarships. The Fund presently has raised enough funding to send deserving Cadets to the next 27 biennial Academies. We hope to have an annual college scholarship functional by the 2020-2021 school year,
New Hampshire Law Enforcement Cancer and Charitable Foundation, Inc.
In 2017, the Boards of both organizations agreed to merge the two well established and successful Funds. Our goal is to continue the success of both Fund's years of service to the law enforcement community by creating the New Hampshire Law Enforcement Cancer and Charitable Foundation, Inc.
The newly established Foundation will continue to help New Hampshire Law Enforcement Officers and their families fight cancer with financial help as they undergo treatment. The Board also agreed to expand the Billy Yout Fund to grant scholarship awards to deserving High School Students who seek higher education in the field of criminal justice with the intent to make law enforcement a career (available in 2020), all the while continuing to fund the cadet academy biennial scholarships.
Finally, the NHLECCF is planning on creating a third leg of the Foundation to assist NH Police families cope with catastrophic events. This newly formed benefit is not funded at this time and is in it's infancy stages.

The New Hampshire Law Enforcement Cancer and Charitable Foundation, Inc., is a registered 501(c)3. No member of either of the original or newly formed Boards has ever taken a salary or any form of compensation. We are a volunteer organization, with 100% of proceeds going directly to the Foundation.
